| News Before September 2001 27th August 2001 Business start-ups falling in England and Wales according to Barclay bank's recent research. According to BusinessEurope.com's report of the research "between April and June this year, the number of new businesses created fell by 16% on the year to 83,570. That's the lowest quarterly figure since 1992, when the UK was still in the depths of the last major economic recession." Read More. The press release states "Statistics showing insolvencies in the second quarter 2001 are published today (3 August) by the Department of Trade and Industry... There were 3,789 company insolvencies in England and Wales in the second quarter of 2001 on a seasonally adjusted basis. This was an increase of 2.6% on the previous quarter and an increase of 9.3% on the same period a year ago." Read More. 8th August 2001 Small Business Council (UK) 2001 report is published. BusinessEurope.com report that "a government-appointed panel of experts today (26/07/2000) recommended a sweeping overhaul of UK company law designed to make life easier for small businesses. The changes called for include simplifying the accounting and auditing requirements for small firms, and relieving them of the legal obligation to hold annual general meetings." Read More (source BusinessEurope.com) 25th July 2001 Call for papers for a special edition of Entrepreneurship and Regional Development on Ethnic Minority Enterprise: Policy in Practice. The guest editors, Prof Monder Ram and Prof David Smallbone introduce the special edition, "Despite problems of enumeration and cross-national comparison, it is safe to say that the rise of ethnic minority business ownership is an international trend, being especially strong in relatively deregulated Anglo-Saxon economies. Whilst there has been considerable debate on many aspects of the phenomenon, the policy context in which ethnic minorities are embedded has received comparatively little attention. In this special issue, we aim to highlight policy development in different national contexts with respect to ethnic minority enterprise. The term policy is deliberately widely drawn: it includes the impact of regulatory measures; the manner in which regulatory change is managed; and the access of ethnic minority firms to finance and business support. Authors interested in contributing to this special issue should submit an abstract to Professor Monder Ram by August 25, 2001. Decisions on these abstracts will be notified to authors by 15 September. The due date for the submission of full papers is 30 November 2001. According to BAD news the "Trade and Industry Secretary, Patricia Hewitt, has announced that in exchange for extra resources and wider financial freedoms, the Regional Development Agencies (RDAs) will be expected to meet a range of targets. The specific milestones will cover: Business Performance - RDAs will be asked to support the creation and attraction of an agreed number of new businesses in their area; Employment Opportunities - RDAs will be asked to support the creation or safeguarding of an agreed number of jobs in their area; Education and Skills - RDAs will be asked to enable an agreed number of people in their area to learn new skills; 'Brownfield' Land - RDAs will be asked to remediate and/or recycle an agreed number of hectares of 'brownfield' land in their area. It is anticipated that the milestones for each RDA will be announced this Autumn" (Source BAD) UKBI announces more funding for Internet Incubators. A press release from UKBI states that "UKBI, the national body for incubation in the UK is pleased to announce a 2nd Call for Proposals for the Internet Incubator Fund. This Fund provides direct financial awards to incubator projects, which are starting and nurturing new Internet companies. Awards up to £120,000 are available on a competitive basis. The Internet Incubator Fund is part of the DTI's "Mentoring Initiative" and is targeted at regions of the UK outside London, the South East and the East of England. The "Second Call for Proposals" will begin on Wednesday 18th April 2001. The closing date for applications is Wednesday 03 October 2001. The Department for Trade and Industry press release today (11/7/2001) reads "Ambitious vision for UK small business sector. A four-point action plan to make sure the UK will be the best place in the world to start and grow a business was unveiled by the Small Business Service today. Chief Executive David Irwin published the organisation's three-year strategy that will underpin the work of the SBS. Between 2001-4, the SBS will: Be a strong voice for small businesses at the heart of Government; work for a regulatory framework which minimises the burdens on business; develop and maintain a world class business support service to enhance business' competitiveness and profitability; and champion the importance of entrepreneurship throughout the country." According to BusinessEurope.com the latest FPB's quarterly survey of SMEs shows "that 42.5% of 1,847 respondents say they are growing. However, the FPB warns that the next figures - due in September - are likely to reflect the impact of foot and mouth. Firms also expressed concern about a range of taxes and regulations. Uniform businesses rates were the main worry for 46% of firms, followed by employment regulations, at 44%. Red tape was the next biggest concern, cited by 41% of companies, followed by tax administration and a lack of skilled employees." Read More. A press release from the Treasury stated that "new measures to tackle the productivity gap with Britain's major competitors were set out today (16/6/2001) by Chancellor Gordon Brown, Trade and Industry Secretary Patricia Hewitt, and Education and Skills Secretary Estelle Morris: radical reform of the UKs competition regime; a Capital Gains Tax regime that is overall more favorable to enterprise than that of the USA; modernisation of insolvency laws with abolition of Crown Preference; better tax treatment for share options, extending Enterprise Management Incentives to larger companies; a Green Paper, later this year, on reforming the planning system; a review of the long-term retail savings industry led by Ron Sandler; a major review of the role of enterprise and business in education led by Sir Howard Davies; new measures to help small businesses grow including extension of the 10p corporation tax rate and help with VAT compliance; a review of payroll services to small business; an immediate review of DTIs support to business, starting with industrial manufacturing; targets for each of the English regional venture capital funds." Service. "The Centre for
Enterprise and Economic Development Research (CEEDR) at
Middlesex University is carrying out research
commissioned by DTI and the national SBS into the High
Growth Start-Up Programme currently operated by Business
Links. This national study focuses on the identification
and assessment of high growth businesses and
entrepreneurs. The specific aim of the research is to
review different approaches taken nationally for the
identification of entrepreneurs and new businesses with
high growth potential. The four broad aims of the study
