The Small Business Service along with Enterprise Insight (http://www.enterpriseinsight.co.uk) wish to commission about 10 days work with the possibility that this will be extended depending on early findings, etc. This work will need to be completed by 8 February. The consultancy is probably ideal work for a junior researcher/post graduate with some supervision.

You are invited to apply by 5.00, Thursday 24th January. You should outline:

- who will do the work

- day rates

- costs for 10 days work including 2 meetings in London (i) to discuss work requirement & (ii) to present the results to SBS & Enterprise Insight

- relevant expertise & knowledge to do this desk work

The above will be used to judge who will be awarded this work. The SBS are very interested in researching "entrepreneurship" as one of its main goals is to promote it, especially amongst disadvantaged groups. The SBS Research Team will soon by publishing a report: Household Survey of Entrepreneurship (6,000 respondents) and has sponsored the forthcoming Global Entrepreneurship Monitor UK report. The work undertaken in this project may be developed further with the consultant to build on current research activity.

The SBS Research Team are working with Enterprise Insight on their "Breakthrough Strategies" to promote entrepreneurship. Enterprise Insight are convening a meeting with Patricia Hewitt and CEOs of major blue-chip companies on the 26th February when the various strategies will be discussed. As part of the exercise Enterprise Insight have developed a model of entrepreneurship looking at it from the individual, organisation (Intranpreneurship) and society perspectives. The model requires some baseline measures in order put the strategy in context and for future monitoring.

The proposed work will involve:

- obtaining factual phenomena indicating "entrepreneurialism" (e.g. levels of informal business investment, number of start-ups, etc)

- identifying key measures (around 30 cells need filling for the model)

- searching for such surveys and research and extracting measures, data, etc

- suggesting baseline measures and related possible future survey questions
